Minutes of the January 8, 2004 Board meeting

Dickie Simmons of Supervisor Knabe's office reported that the County has authorized the installation of a traffic control signal at Stimson Avenue at Lujon. The signal will be installed by the end of this calendar year.


Mike Hughes reported on attending the January 14 County Regional Planning Commission hearing regarding the Pacific Heights Development. The Commission did not accept the developer's draft EIR and requested that they address issues of grading, the size and location of the proposed water tank, the number of homes, and oak tree damage. The Commission requested the developer return to the Commission on March 17 with a new plan. The HHIA Board approved a motion to send a letter to the Regional Planning Commission expressing concern about these issues to assure that the developer adequately address them.


Mike Hughes warned the Board that if HHIA does not make specific recommendations to the Supervisor's office, the revenues generated from the Puente Hills Landfill tipping fees will be spent without any community input. The Board approved a motion to request the County to conduct a survey of community residents for ideas regarding the use of these funds and then to submit the results of the survey to HHIA for evaluation.


Charles Norris reported on the use of the HHIA web site and noted that it is now time to pay the web site domain renewal fee (to assure the HHIA domain for the "hhia.net" name), and to pay for the maintenance/updating of the site. The Board approved the expenditure of $555 for the web site renewal fees for nine years ($135) and the maintenance/updating of the site for one year ($420). These items are currently paid through April 2004.


New Board members Dennis Hostetler, Scott Martin and Jean Robson were seated, replacing Mike Hughes, Jeff Yann and Jim Snyder. The newly seated Board then elected the following officers for the coming year:

Secretary -- Nancy Abbott
Treasurer -- Mary Tang
