Minutes of the December
15, 2003 Board meeting
Mike Hughes
noted that Board Member Rick Lacy had missed the November meeting, which
was his fifth missed meeting for the calendar year. In accordance with
the By-laws of HHIA, he was automatically removed from the Board. Tom
Chang was elected by the Board to replace Rick for the remainder of
Rick's term of the HHIA Board of Directors.
Officer Joe Zizi reported that the California Highway Patrol had assigned
twenty new officers to their Santa Fe Springs office, which means the
restoration of the officers to service Hacienda Heights that had been
relocated elsewhere due to recent State budget cuts.
Representatives of the proposed Pacific Heights Development project
made a presentation to the Board regarding their development located
adjacent to the existing homes south of Colima road and west of Schabarum
Regional Park. The development will consist of constructing fifty homes
on 114 acres of land, of which 75 acres will remain undisturbed. The
project will include the construction of a 150,000 gallon water tank
and a wall ranging from three to fifteen feet in height along the north
side of the development. The project will generate 500 trips per day
along Apple Creek Lane, which will be the only access to the development.
The environmental study was distributed in December and the deadline
for public comments on the adequacy of the document is January 14, 2004.
The Board approved a motion opposing the proposed Pacific Heights Development
project. Mike Hughes will send a letter of opposition to the project
to the County Regional Planning Commission and will take a position
of opposition to the project at the January 14, 2004 Regional Planning
Commission hearing.
Dickie Simmons of Supervisor Knabe's office reported on various items
of interest to residents of Hacienda Heights including:
(1) The County has completed a study of traffic safety at the intersection
of Stimson Avenue at Lujon. The study showed that a traffic control
signal is warranted.
(2) The County will take action to restrict parking along the frontage
road adjacent to Colima Road between Dawnhaven and Country Canyon, which
should solve the problem of the area being utilized as a "used
car" parking area.
(3) The County will plant vegetation along Stimson Avenue at various
locations. They are currently selecting the appropriate kinds of plants.
A consortium of cities (and the Rowland Heights Coordinating Council)
have come together to fight the proposed 3,600 home "Aera"
Development that will be located in the hills south of Rowland Heights
and west of the Orange Freeway. The cities are contributing up to $250,000
toward this cause and invited HHIA to become a part of the consortium
and to make a small contribution toward the effort. The Board approved
a contribution of $500.
The Annual HHIA Meeting will be held on Thursday January 8, 2004 at
Palm Elementary School (1470 East Palm Avenue). The meeting will start
at 7:30 p.m. Annual reports will be presented and refreshments will
be served.
Jim Snyder reported that with the selection of Tom Chang to replace
Rick Lacy on the Board, there are now six candidates for the six Board
positions that are up for election. Therefore, there will be no need
for an election. Instead, Charles Norris, Mary Varela, Mary Tang, Dennis
Hostetler, Scott Martin, and Jean Robson will be installed at the January
26, 2004 Business Meeting.
